Council split on election rule

Parksville residents eyeing the council chambers need two nominators to run - for now.
At a committee of the whole meeting, council defeated a recommendation from the Citizen's Advisory Committee to increase the number of nominators to 10 people.
Final decisions will be made at an upcoming council meeting.
"It was a tie vote,"said Sandy Herle, mayor. "I supported going to 10. I don't see it as a challenge to get 10 signatures."
Councillors Charles Robinson and Teresa Patterson were also in favour of the increase. Chris Burger, Sue Powell and Barry Johnston were opposed. Coun. Marc Lefebvre was not at the meeting.
Herle said the advisory committee felt having 10 signatures would reduce the fringe element of nominees.
"I just didn't think it was necessary,"Johnston said. "I just thought that it was wrong."
Johnston said he felt the matter should be dealt with after the election.
"I just didn't think it was an appropriate time,"Johnston said.
Council was supportive of other advisory committee recommendations, which included posting the nomination documents and campaign financial disclosures on the city website.
"None of us saw that as an issue,"Herle said. "It's very general information."
She said having information on the website is an expectation.
Council also supported offering special voting opportunities at Arrowsmith and Trillium lodges, Stanford Place and Halliday House.
Council voted not to implement a mail ballot voting system this year, but will review the idea for future elections.
